Young Decision Makers Initiative
There has been and continues to be a distinct gap between the importance placed on reproductive health issues in parliamentary political groups across the wider Europe compared to the commitments all of their governments made in 1994 at the Cairo Conference. This is not only the case in terms of their domestic policies, but also in terms of their international and bilateral aid budgets.
One of the many factors for this is that budgetary decision makers across Europe have low levels of awareness of the ICPD commitments. More specifically although the majority of the world is under the age of 25, this is not reflected in the amount of representation afforded to young people within legislatures or at international conferences.
2004 marks the 10th anniversary of the ICPD. In the face of mounting opposition to ICPD principles and implementation, EPF launched a project to address the need for young Parliamentarians’ input into all preparatory meetings for ICPD + 10 in 2004 from a European perspective. Further, and perhaps more importantly for the long-term, EPF through means of this project, seeks to address the longer term issue of changing attitudes and influencing the behaviour of the leaders of tomorrow on issues related to resource mobilisation for the Cairo commitments within EPF region and within the context of the Millennium Development Goals.
